Permit Technician Opportunity 

The Permit Technician performs technical tasks and customer service as the primary contact in Development Services for all public inquiries related to the development review processes. Apply technical knowledge to respond to development related questions or ensure that the questions are forwarded to the appropriate staff.  Process applications, review plans, conduct research and compile building, engineering, land use, and development information, calculate development review fees, collect fees, issue permits, and coordinate customer requests involving permitting and code enforcement.  This position is the journey level classification in the permit technician series.   Incumbents are expected to perform basic and skilled work with minimal supervision or oversight.  These tasks are illustrative only and may include other related duties. 

Full-time 40 hours per week, AFSCME-represented position, 12-month probationary period

Hourly Pay Rate: $27.52 - $34.97

General Statement of Duties

The position works in the Building Division of the Planning and Building Department and provides information to the public about State of Oregon adopted codes, permit applications, inspection processes and procedures. Performs a variety of routine and complex technical work in building and code inspection to ensure that the Building, Mechanical, Plumbing, Fire and other related codes and standards as adopted by the State of Oregon are met for new construction. Acts as plans examiner for all projects as assigned. This position is AFSCME represented and works under the general supervision of the Building Official.

ESSENTIAL FUNCTIONS (Depending on position)

  • Enforces building related state adopted codes, including Building Code, Mechanical Code, Fire Code and Plumbing Code as they relate to new construction.  Assists in the enforcement of local codes such as nuisance, clearing, grading, filling, and zoning and issues correction notices and “stop work” orders when appropriate.
  • Acts as a plans examiner for all projects assigned. Performs on-site inspections for all stages of construction as needed. Approximately 60% of employee’s time is allocated to plan review.
  • Assists in researching problems and complaints regarding commercial and residential buildings, building construction and code compliance.  
  • Assists in resolving complex and sensitive customer service issues.
  • Assists in providing technical interpretations and judgements on construction and development issues.
  • Inspector I:
    • Assists developers, contractors, and the public with information on current State building codes, city regulations, and the City of Dallas development processes.
    • Reviews permit applications for completeness, including related building fees, and inputs the information into the State Of Oregon e-permitting system as needed.
  • Inspector II:
    • Assists in the intake and routing of plans, and tracks the plan review workflow to ensure all steps are completed.
    • Maintains records of inspection activity and issues permits in the absence of the Building Official.
    • Exercises supervisor over the building inspectors/plans examiners or other part-time or temporary staff in the absence of the Building Official.

Knowledge, Skills, and Abilities

  1. Thorough knowledge of building and general construction codes.   Considerable knowledge in carpentry work, cement work, and skill in applying knowledge of national building codes, zoning and land use applications.
  2. Skill in the operation of the listed equipment.
  3. Ability to work well with the public and with local contractors; ability to read and understand complicated plans and blueprints; ability to communicate effectively orally and in writing.

Minimum Qualifications

Education and Experience:

  1. Graduation from high school or GED equivalent and,
  2. Graduation from an accredited college with an Associate’s Degree in Building Inspection Technology or four (4) years of experience in general construction and related fields, or
  3. Any equivalent combination of education and experience that ensures the ability to perform the work.

Special Qualifications

Building Inspector I:

  1. Must possess a valid Oregon Driver License, or have the ability to obtain one by the start of employment, with an acceptable driving record.
  2. Must possess the following State of Oregon certifications: State of Oregon One and Two Family Structural Inspector; State of Oregon One and Two Family   Mechanical Inspector; State of Oregon One and Two Family Plans Examiner; State of Oregon Manufactured Structures Inspectors. State of Oregon Residential Plumbing Inspector preferred.
Building Inspector II:
  1. Must possess a valid Oregon driver license, or have the ability to obtain one by the start of employment.
  2. COMMERCIAL: Must possess three or more of the following State of Oregon certifications: State of Oregon A level Structural Inspector; State of Oregon A level Mechanical Inspector; State of Oregon A level Plumbing Inspector; State of Oregon Commercial Plans Examiner; State of Oregon Specialized Plumbing Inspector, State of Oregon Fire Life Safety Plans Examiner OR International Code Council (ICC) Structural, Mechanical, Plans, FLS, Plumbing, and Electrical with an Oregon Inspector Certification (OIC).
  3. RESIDENTIAL: Must possess the following State of Oregon certifications:   State of Oregon Residential Structural Inspector; State of Oregon Residential Mechanical Inspector; State of Oregon Residential Plans Examiner; State of Oregon Manufactured Structures Inspectors or ICC equivalent with OIC. State of Oregon Residential Plumbing Inspector preferred.
