Description

Coordinates permit issuance; plan review intake; permit fee calculations; inspection requests via person, phone, county website and customer portal; provides handout information specific to customer’s needs; and provides direct customer service via phone, email, and in person. Work is performed under the general supervision and direction of the Building Official and is reviewed primarily through results attained. 

Typical Daily Tasks

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Takes in plans, reviews for completeness. Issues permits, computes fees, collects money, answers questions or refers to appropriate specialist. 
  2. Answers questions and composes correspondence regarding department policies, procedures and services.   
  3. Provides assistance to and gathers information from the general public in completing and processing required forms and/or to complete department related functions. 
  4. Explains permit and plan review processes, fees, and requirements to prospective and current applicants.  Provides building information to professional and technical staff and the public.
  5. Researches historical information, files, and other records to respond to staff and customer inquiries.  Responds to phone, email, and in-person inquiries for information and problem solving.   
  6. Operates computer to access/update various files; run and prepares a variety of reports. 
  7. Records information on various forms and documents. 
  8. Types forms, letters, memos, reports, and files cards and prepares copies. 
  9. Gathers data, posts, sorts, checks, and maintains records, receipts and money.
  10. Handles customers by identifying questions, problems and offering assistance.
  11.   Assembles or compiles a variety of data from various records for incorporation into reports.
  12. Keeps track of expiring permits, sends out notices, and archives files according to department policies.
  13. Performs moderately complex mathematical computations such as percentages and interest to complete assignments.
  14. Organizes files and catalogs materials. Assures that systems are updated as needed to meet the needs of staff and customers.
  15. Assists with the preparation and processing of accounts payables, accounts receivables and deposits. Assists in the preparation of supporting activity reports in Excel.
  16. Assists in the preparation of monthly, quarterly and annual fiscal and activity reports (verify against County fiscal and payroll reports). This includes reports to the State of Oregon.
  17. Prepare and process required risk management accident/incidents reports.
  18. Assist with keeping organized records of personnel certifications  
  19. Assists in the preparation of the departmental budget.

Qualifications

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required. 
EDUCATION AND EXPERIENCE
Associate’s degree (A.A.) or equivalent from two-year college or technical school in Business Technology or Computer Science; and four years related experience and/or training; OR equivalent combination of education and experience. Knowledge in building code and construction terminology is helpful.

Description

The Planning Technician classification is an entry-level paraprofessional in the planning field; a Planning Technician is expected to apply a beginning knowledge of the principles, practices, procedures, regulations and ordinances involved in land use planning; Provide friendly, unbiased and effective customer service; Perform assignments and duties that are generally well defined and use established procedures with varying degrees of guidance and supervision; Provide technical assistance and guidance to other planners; Refer difficult or complex situations to planners of higher classification; and perform related work as required.

Typical Daily Tasks

  1. Provides technical assistance and information to staff and the public in the administration of specific planning-related programs and ordinances. Administers a select range of county, state and federal land use ordinances, laws and rules.
  2. Respond to basic questions from the public related to land use, land development, and zoning.
  3. Primary function to staff the front counter and respond to emails and phone calls from the public.
  4. Communicate with and be a resource to other planning staff, county departments, city, state, and federal agencies concerning land use information and regulations.
  5. Performs routine office tasks in designated program areas, including data entry, file management, and copying.
  6. Develops and maintains automated tracking systems, hard copy files and records.
  7. Research and compiles information on a variety of planning issues from multiple sources.
  8. Assist with preparing public notices or property owner verifications.
  9. Prepare maps, charts, and other visual aids.

Qualifications

QUALIFICATIONS
Basic knowledge of planning services and land use procedures. Experience with Oregon’s planning system is preferred. Because this position involves significant front counter duties, incumbents are expected to have an aptitude for customer service, and actual experience is valued. The ability to verbally communicate and relate well with different kinds of people, and to have some skill in handling conflict is essential. The ability to analyze facts and to write competently is necessary.
EDUCATION AND EXPERIENCE
An associate’s degree in planning or related field is desired, but any satisfactory combination of education, experience and aptitude that demonstrates the skills needed to perform the essential duties and responsibilities of the position may satisfy education and/or work requirements.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess or have the ability to obtain a valid Oregon driver’s license and have a safe driving record.

Building Permit Technician (BPT) II 

BPT II Minimum Qualifications:

  • A high school diploma or equivalent; AND Two (2) years of experience in processing building permit applications; OR

  • A high school diploma or equivalent AND One (1) year of administrative support and customer service experience related to land use regulations, the building process, the construction industry, drafting, or mapping. OR
  • One-year equivalency of college-level coursework in construction technology, blueprint reading, drafting, and building inspection.
