The City of Oregon City’s Building Division operates under the umbrella of the Community Development

Department and works closely with the Planning Division to support safe, orderly, and code-compliant

development throughout the city. The Division is responsible for administering building permits, reviewing

construction plans, and inspecting development activity to ensure compliance with adopted building codes

and approved standards. Reporting to the Community Development Director, the Building Official is the

City’s senior authority responsible for administering and enforcing building codes, inspection services, plan

review, and the permitting process. Education and Experience: A minimum of two (2) years of post-high

school education, preferably with an emphasis on Building Technologies, Architecture, or Engineering. Five

(5) years of progressively responsible experience in building inspection and/or plan review, including

working with the public, scheduling work, and problem solving. Two (2) years of full-range supervisory

experience. Oregon Inspectors and Building Official Certification issued by the State of Oregon. Any

satisfactory equivalent combination of experience, education, and training that ensures the ability to

GENERAL STATEMENT OF DUTIES: Performs a variety of technical and non-technical tasks related to the intake and processing of building code and non-building code related permits and forms as well as planning applications and actions. Informs the public on land use and building code processes and standards. Performs a variety of secretarial tasks related to planning and codes implementation work. Composes, transcribes, edits and types correspondence, monthly reports and special projects; takes minutes at hearings and meetings; serves as receptionist for the department.  Performs other related duties as required.

SUPERVISION RECEIVED: Works under the supervision of the Planning Administrator who assigns and reviews work for conformation to instructions and standard practices.  Performs routine work with minimum supervision.

SUPERVISION EXERCISED: May coordinate the training of or assignment of work to administrative temporary or volunteer staff.

TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. However, these examples do not include all the specific tasks which an employee may be expected to perform.

1.            Explains technical information to applicants and the public concerning the requirements of the Land Development Code, Specialty Codes and other City ordinances.

2.            Performs counter reviews with customers to insure permits and applications are complete prior to final submittal for departmental processing.

3.            Composes and prepares correspondence, data, reports, and routine forms. Types letters, reports, minutes, specifications, agendas, research projects, memos, statistical information, and other varied correspondence.

4.            Sets up and maintains a variety of records using various computer software and manual systems.

5.            Acts as receptionist for the Public Works and Community Development Departments, taking calls, answering inquiries, sorting mail, making appointments, scheduling inspections, and applying knowledge of ordinances and procedures of the Public Works and Community Development Departments to assist the public.

6.            Serves as administrative support for various boards and commissions. Attends meetings, takes minutes and records meetings. Prepares final minutes for approval.

7.            Operates standard office machinery such as personal computers, adding machine, fax, copy machine and postage machine.

8.            Performs related duties and secretarial work as required.

DESIRABLE QUALIFICATIONS FOR EMPLOYMENT

KNOWLEDGE, SKILLS AND ABILITY: Thorough knowledge of proper grammar, punctuation, spelling, capitalization, and sentence structure. Thorough knowledge of modern office record keeping and secretarial practices, procedures, and equipment. Ability to compose routine correspondence and take minutes of meetings and to transcribe same. Basic knowledge of arithmetic (addition, subtraction, multiplication, division, and percentages).  Skill in communicating tactfully, both orally and in writing, answering questions, and explaining information, decisions, or ordinances. Ability to establish and maintain harmonious working relationships with other agencies, employees, and the general public.

ESSENTIAL FUNCTIONS: Ability to prepare charts and graphs; to research and collect data, and detailed work involving numerical data. Ability to type accurately and rapidly, organize, file and maintain accurate records, and prepare moderately complex reports and correspondence. Ability to make decisions independently and in accordance with established policy. Ability to maintain confidentiality of agency records. Ability to use standard office software programs. Ability to multi-task as well as complete work in a timely and accurate manner. Must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and others you come in contact with.

EXPERIENCE AND TRAINING: Two years of progressively responsible experience in secretarial/clerical work. Graduation from high school or possession of the equivalent GED certificate, supplemented by additional training in college or business school secretarial science course work. Any satisfactory equivalent combination of experience and training which insures the ability to perform the work may substitute for the above.

TOOLS AND EQUIPMENT USED: All modern office equipment which may include personal computers, adding machine, copy machine, postage machine, and fax.

CODES INSPECTOR I or II

GENERAL STATEMENT OF DUTIES: Reviews plans for, and conducts inspections of, residential and commercial structures for conformance to the local ordinances, Oregon Specialty Codes, and other regulations. Meets with building contractors and the general public to discuss code compliance.  Codes Inspector I is an entry level/in training position in which the inspector does not have all required certifications.

SUPERVISION RECEIVED: Works under the supervision of the Community Development Director; otherwise, works under the general supervision of the Building Codes Administrator, who assigns projects and reviews work for compliance with standards.  Works independently within the framework of established methods and work schedule.

SUPERVISION EXERCISED: Supervision is not a normal responsibility of an employee in the class.  May assist in training other employees.

TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties within the scope of current certification level. However, these examples do not include all the specific tasks which an employee may be expected to perform.

1.    Reviews plans and specifications for conditions hazardous to life or property in building design or use, and completes reports detailing required corrections.

2.    Reviews plans and specifications for building design, construction, quality of materials, use and occupancy, location, and maintenance. Completes reports detailing required corrections.

3.    Reviews plans for hazards of fire and explosion arising from the storage, handling and use of hazardous substances, materials and devices.

4.    Conducts periodic and final inspections of all permit-controlled sites for code compliance. Shows final approval on permit.

5.    Inspects individual residential buildings at the request of the occupant. Follows-up on conditions noted to make sure corrections are made.

6.    Makes inspection, upon request, of commercial and residential buildings for structural safety.  Follows-up on conditions noted to make sure corrections are made.

7.    Investigates complaints and official reports of hazardous conditions or code violations. Follows-up on conditions noted to make sure corrections are made.

8.    Completes inspection forms, maintains a daily log of activities, and prepares correspondence and notices of correction.

9.    Confers with contractors, design professionals, and the general public on regulations and acceptable alternatives to insure code compliance. Works closely with other inspectors, planners, community service officer, and other city personnel.

10.  Works closely with other agencies and provides reciprocal support services.

11.  Performs related work as required.

DESIRABLE QUALIFICATIONS FOR EMPLOYMENT

KNOWLEDGE, SKILL AND ABILITY: Awareness of state and municipal codes or regulations relating to fire and life safety in building materials, methods, and various stages of construction: mechanical and gas equipment; flammable and combustible liquids; and fire alarm and protection systems. Ability to read and interpret the State Code and pertinent city ordinances and regulations. Ability to read and interpret a variety of plans, designs, and specifications in rough or finished form, and apply accurate standards and criteria established in appropriate codes and ordinances. Ability to maintain records and prepare reports. Ability to work and communicate effectively, both orally and in writing, with the public, other agencies, and other employees.

ESSENTIAL FUNCTIONS: An employee in this position must have the ability to read and interpret complex regulations; have the ability to multi-task, complete work in a timely and accurate manner; have the ability to work independently; and must have excellent communication skills. Must have the ability to learn in a variety of formats: reading, webinar, shadowing, in-person classes, self-study, etc. Must have the physical strength, agility and stamina sufficient to perform the work of this position. Must be able to develop and maintain positive, cooperative, team-oriented relationships with co-workers, supervisors, managers, and others in contact with. Must be able to drive a motor vehicle safely and legally.

EXPERIENCE AND TRAINING: Minimum qualifications include graduation from high school or possession of the equivalent GED certificate. Minimum of two (2) years’ experience or combination of education and experience that demonstrates provision of knowledge, skills, and abilities.

REQUIRED SPECIAL QUALIFICATIONS: Possession of or the ability to secure a valid Oregon's driver's license, and State certifications required in the assigned areas of inspection and plan review to include: Oregon Inspector Certification A Level Structural, A level Mechanical, A Level Plan Review, A Level Fire and Life Safety, Manufactured Home Installation Inspector, and one- and two-family dwelling certifications from the following fields- structural, mechanical, and plans examiner. Eligible to advance to Codes Inspector II after all required certifications have been acquired.

TOOLS AND EQUIPMENT USED: Personal computer, including word processing and permitting software; motor vehicle; 10-key calculator; portable radio; phone; ladder or scaffolding; tape measure, and copier. Use permit tracking systems. Use computer hardware, printers, and computer programs to conduct inspections, complete plan reviews, communicate and present information, track progress, schedule projects, and perform the essential functions of the position.

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is frequently required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.
